If HM is a villager: why would Mori vote for him ahead of Frank on day one, when a vote for Oh Teh Noes would guarantee a villager would get lynched that night?

Yes, I know it's unlikely a vampire would run for mayor on day one to avoid drawing attention to themselves - which may be why HM has been so quiet otherwise?

If we're looking for a 'quiet' vamp - I think HM would be a reasoned target.

The fact that Mori nominated him could work for OR against him, but if he 'traditionally' dies early in these games, perhaps the wolves are less inclined to be so cruel. But why?

I think DML and HM should be considered for the lynch tonight.
