Yes. I don't appear to have a ticket yet though from what I can tell.

Despite what I just said, I went into the lobby and found the tournament and tried to register. It let me because apparently I had a ticket that I don't remember receiving.

I don't know. Try registering for the tournament. It's Tournament -> Special, at the bottom.
