Mostly, I don't really care about how many tracks there are. I more care about what we can do on them. Surely there needs to be more than just plain racing that the series can use them for?

For kart, plane, boat driving, unless they were going for a reboot of mechanics with fully new courses, I'd rather they keep that to a different game. Mario Kart is in a unique position when it comes to kart racers in that its flying (the gliding) is an easy to control mechanic. And underwater driving... most other kart racers would have you just transform into a boat to skim along the surface. I wouldn't want that unique edge lost. However, something does need to be done with the glider sections to make them a bit more dangerous to navigate - especially now that lightning can't drop you out of it.
As for that other game with kart, plane, boat driving... If Nintendo are insistent on keeping Miis around, give them some proper use. Have a kart racer fully centred around the Miis, with a proper career that allows the same sort of customisability of the Miis seen in Miitopia, but also the vehicles used in races. Have tracks that make full use of the transforming mechanics, whether that be keeping all racers to one of them at a time or multi-route paths that allow a choice. As for where these races take place, Mario Kart Tour chose to recreate cities. This game would take inspiration from the more natural areas of the world, using them to create original locations within the Mii-verse.
Or... y'know... give me Mii Resort Paradise and also make a Diddy Kong Racing 2.
