I would doubt that. It's the sort of thing that would heavily unbalance the game in favour of the vamps. I would expect he's a villager who doesn't give a crap.

Yes, I know it's unlikely a vampire would run for mayor on day one to avoid drawing attention to themselves - which may be why HM has been so quiet otherwise?

If we're looking for a 'quiet' vamp - I think HM would be a reasoned target.
